 fix(release): initialize yams-repo submodule for R2 uploads 
- Add step to initialize external/yams-repo submodule before R2 upload
- Required to read bucket_name from wrangler.toml
- Fixes missing APT/YUM repos and latest.json in repo.yamsmemory.ai
