 ci: cap push build parallelism at 4 cores 
Push-triggered builds (local pre-push gate and GitHub Actions Tests)
ran meson compile without a job cap, saturating every host/runner core.
Default to -j4; keep the memory-sensitive linux-arm64 lane at 2.
Override the local lane with YAMS_MACOS_NINJA_JOBS.
