 test(memory-sync): keep background cycles out of the backfill budget test (#371) 
The test drives backfill by hand and expects one published document per
cycle. A background apply cycle runs its own backfill the first time it
fires; on a slow runner that landed between the test's cycles and
published an extra document (macOS CI: 3 == 2 at cycle 2). Defer the
background backfill schedule for this test.
