6d26203140The v0.21.0 release failed on the Arch aarch64 lane: the upgrade
seed check ran `cmp -s` in the minimal Arch base image, which has
coreutils but not diffutils ("cmp: command not found"), so
upgrade-seed-body failed although the package was fine.
Compare the two files by SHA-256 in a same_bytes helper. The unit
oracle now stubs cmp to fail, so a check that depends on it fails
in test_package_upgrade_validation.py instead of in the release.
