 fix(vector): bump sqlite-vec-cpp for safe error formatting 
0fec31c: sqlite3_mprintf error paths used %zu, which SQLite parses as a
string conversion and crashed on invalid vec0 dimensions or corrupt HNSW
persistence; also corrects a RaBitQ test expectation.
