The fixtures are standalone packages with a hand-written .dart_tool/package_config.json, and the blanket .dart_tool/ ignore rule excluded it. Everything passed locally only because the file happened to exist on disk, so a clone would have failed the rule-contract and recall tests. Re-include that one path and give the fixture its own analysis_options so it does not inherit the repository include.
