Implement encodeConditionWithShortCircuit in both walkers:
- SecurityWalker and BodyWalker (dead-branch)
- Only on if-statement conditions (not loop conditions)
- Uses solver push/add(predicate)/pop instead of encoder setPath
- Correctly suppresses FP for guarded derefs in && conditions
Also remove broken ConditionalOperator setPath forking from encoder
(pending walker-level fix for ternary).

- Add restorePath() to SymbolicEnv (copy, not move)
- Keep ConditionalOperator path forking (with known crash on deref-in-ternary)
- Revert &&/|| path forking — needs walker-level implementation
(encoder setPath conflicts with solver push/pop scope)
- MemberExpr memoization active (same field → same BV)
- smt.threads=4 on all solvers

Conan's native file sets pkg_config_path to the build dir only.
Symlinking the system z3.pc there makes meson find it alongside
Conan-provided deps.

- Remove z3/4.13.4 from Conan (not available on ConanCenter);
system Z3 found via brew/apt + pkg-config.
- Fix libnlohmann-json3-dev → nlohmann-json3-dev on Ubuntu 24.04.
- Restore libsqlite3-dev in apt deps.
