- Add .tsan-suppress for libz3.so, spdlog, glibc
- Remove halt_on_error=1 in TSAN workflow
- Z3 4.8 on Ubuntu has internal mutex patterns TSAN flags

Fix CI: symlink system z3.pc into Conan build dir
...
Conan's native file sets pkg_config_path to the build dir only.
Symlinking the system z3.pc there makes meson find it alongside
Conan-provided deps.

- Remove z3/4.13.4 from Conan (not available on ConanCenter);
system Z3 found via brew/apt + pkg-config.
- Fix libnlohmann-json3-dev → nlohmann-json3-dev on Ubuntu 24.04.
- Restore libsqlite3-dev in apt deps.
